The stretch from Baltimore through Washington to Richmond carries some of the most heavily staged bridge work in the country. HSE has erected in it for more than a decade, interchange flyovers, twin river crossings and transit guideway, most of it over live traffic.
Crews mobilize from Lancaster, Pennsylvania. Licensed Professional Engineers on staff are registered in Maryland and Virginia.

Maryland
I-95 / I-695 Interchange, Phase 1, Baltimore County. six bridges erected for MDTA out of eleven built in seventeen construction stages, four multi-span curved flyover ramps and two straight plate girder structures, delivered with a joint venture of Wagman, Corman and McLean Contracting. The largest tonnage in the portfolio.
I-95 / I-495 / I-295 Interchange, Prince George’s County. Structural steel erection inside one of the busiest interchange reconstructions on the Beltway.

Virginia
I-95 Rappahannock River Bridges, Fredericksburg. 5,125 tons across two bridges for VDOT between 2018 and 2022, with Wagman Heavy Civil as general contractor.
Route 13/58/460 Flyover, Suffolk. A new flyover ramp and bridge on the VDOT interchange improvements project, with Crowder Construction.
I-495 Capital Beltway HOT Lanes and the Dulles Corridor Metrorail Project, Northern Virginia. Highway widening steel and transit guideway, the Metrorail work for the Metropolitan Washington Airports Authority.

Curved Flyover Ramps in Baltimore County
The I-95 and I-695 interchange reconstruction was one of the largest steel erection undertakings in High’s history: eleven bridges in seventeen construction stages for the Maryland Transportation Authority, with 16,524 tons fabricated by High Steel Structures. HSE’s field group erected six of them.
- Four multi-span curved flyover ramps and two straight plate girder structures
- Ramps standing as high as 110 feet, shored at mid-span during erection
- Cranes from 60 to 300 tons working the site
Curved ramps are among the most demanding steel a crew can set. The girders are unstable until the frame closes, the geometry changes continuously along the span, and every pick has to be planned against the position of the last one. General contractor was a Wagman, Corman and McLean Contracting joint venture.

Twin Crossings That Cannot Close
The I-95 Rappahannock River bridges near Fredericksburg carry traffic between Richmond and Washington. VDOT replaced the southbound and northbound structures in sequence rather than closing the corridor, each one a 1,200-foot weathering steel plate girder bridge.

Sequencing was the defining constraint. Girders had to arrive, be picked and be set in an order that kept the river crossing and the adjacent travel lanes working throughout, across four construction seasons and two separate structures.

Rehabilitation, Repair and Emergency Response
The corridor’s bridges are aging and its clearances are tight, which makes over-height strikes and red-flagged members a recurring problem rather than an occasional one.
HSE carries the engineering and the field crews for both answers: straighten the member in place under an approved repair procedure, or replace it. The call gets made by a licensed PE before the traffic plan is written.
